General Process The assessment protocol will emulate the USDOE SENA approach and employ USDOE- certified Energy Experts to provide software training (SSAT, PSAT, etc.), data collection, and reporting of results and recommendations. Local apprentices who have passed the Steam, Pump, and/or Fan Assessment trainings will also be invited to provide ESAs for less complicated facilities. Energy Experts and Assessments This program will draw primarily from the pool of USDOE-certified Energy Experts to conduct ESAs in the various technology areas that USDOE has identified, including Paper Machine Studies. Any local Qualified Specialists from Wisconsin and from the Chicago Industrial Assessment Center, as well as others, will also be invited to conduct ESAs that can be done at a beginner’s level. At a minimum, assessments will include the elements prescribed and required by the USDOE protocol. These include: pre-assessment to gather and analyze baseline data, including energy systems, identification of appropriate plant personnel, and commitments; assessment, including a kick-off meeting, plant tour, strategy development, data collection, and a close-out meeting; and post-assessment, including report development, data uploads to USDOE, and reporting. Customer Recruiting, Intake and Scheduling The program will promote and manage all of the logistics to sign up customers for ESAs, including promotion, participant recruitment, enrollment, coordination with USDOE Certified Energy Experts, scheduling, reporting, and tracking. Requesting customers will be screened for energy use (at least 0.1 TBtu per year). Plant identification and recruitment will be coordinated directly with the Focus program. This program will target Wisconsin’s largest industrial customers primarily, but not exclusively, in the food/dairy, pulp and paper, metal casting, plastics, and printing industries with annual consumption of at least 0.1 TBtu. The Focus project tracking database along with other industrial databases available to the program will be used to identify potential markets and customers. For those facilities using energy in the lower range (0.1 TBtu to 0.3 TBtu), whole facility surveys will be offered alongside the system assessments and delivered in accordance with standard energy audit protocols, such as MSE 2000 and the Practical Energy Management© (PEM) approach. These surveys can uncover additional opportunities that may be either easy for the customer to do or grant-eligible. These facilities may also be referred to the PEM program offered through Focus. Database Maintenance and Tracking SAIC will keep a database of applicant customers, including contact information, USDOE- certified Energy Experts, ESA schedule, ESA status, customer reports, recommendations, potential energy savings, estimated carbon reduction, and other information deemed important for this program and available from the reports or from energy advisor interaction with the customer. The database will also coordinate with USDOE’s Energy Savings Assessment Management System in order to ensure completeness.
