ADBA News welcome ro reversal By Charlotte Morton, ADBA’s Chief Executive DeCC’s announcement in early october that the renewables obligation (ro) will remain open to anaerobic digestion at all scales for the foreseeable future was a big relief to the industry. In its earlier response to the ro consultation, the department had announced that it would consult on removing the ro for technologies eligible to claim the Feed-in Tariff (FIT) from April 2013, including new AD plants below 5 mw. However, after a strong reaction from ADBA and other groups, this proposal has now been dropped, with the department stating: ‘Following feedback from industry in recent months, DeCC has decided to keep the option of both FITs and ro open for those investing in projects between 50 kw and 5 mw in size.’ energy and Climate Change minister greg Barker added: “I am fully committed to spurring on growth in clean green energy generation across the nation and want to provide long term certainty for those who choose to invest. In light of feedback from industry on our intention to consult on the overlap between the ro and FIT we believe that now is not the time to make further changes to these schemes. Industry needs certainty, and keeping the current arrangements for small scale renewables as they are will help provide this assurance.” This announcement was very welcome, giving confidence to AD projects that rely on the ro either as their primary support mechanism or as a back up. In addition, the speed with which DeCC responded to industry concerns, as well as ministers’ recognition of the need for certainty to ensure investments in technologies such as AD, were taken as positive signs. Yet there can be no getting away from the fact that the original proposal caused significant harm to the certainty that DeCC suggests it wants to give the industry. going forward, the degression trigger for smaller scale plants under the FIT, set at just 4.5 mw, is also a major concern on this front. The threat of high degressions, which could be triggered by just nine plants registering in one year, is causing further market uncertainty. This potential barrier to growth will be one of ADBA’s many focuses over the coming year. to Do list: 1. ro for small-scale AD ✔ 2. Following a discussion between ADBA Policy manager matt Hindle, Process and Technical working group chair Dorian Harrison and eA representatives, on a recent visit to Local generation’s AD plant in Cambridgeshire, it transpired that issues are likely to include the design of reception halls, general plant design and process management. The draft guidance will be subject to industry consultation towards the end of 2012, although no firm timetable has so far been set. For the latest updates contact matt.hindle@adbiogas.co.uk
