118 Minimum efficiency standards useful for new installations solely dedicated to biomass Minimum efficiency standards are only viable for new installations and installations that use biomass only. New installations also include new applications for support. Minimum efficiency standard for existing installations are likely not to result in efficiency improvements but to a reduction of the use of biomass. This is also the case if biomass is only part of the feedstock of the installation. We advise minimum efficiency standard for those BTC’s that meet the above requirements, and do not supply other services. Use of heat or add-on’s can be stimulated to increase the efficiency to the minimum standard. Bonus best applicable where biomass use should not be discouraged and significant improvement can be made A bonus system is most widely applicable to improve end-conversion efficiency for existing and new installations. This is because it directly reduces the investment costs for the economic operator, lowering the barrier for improvements. However, this is only efficient if the BTC’s merits additional support. We advise the application of a bonus only where significant improvements can be made, that would not occur through other means, e.g. minimum efficiency standard.
