This is particularly relevant because much bioenergy is produced in installations that also use fossil fuels or that are similar to installations using fossil fuels. General efficiency policy can then be more effective in improving efficiency, as the incentive for bioenergy alone may not be sufficient. GHG emission reduction depends on other policies as well Efficiency improvements reduce the amount of GHG emitted per energy unit, but it does not necessarily reduce the overall GHG emissions. In case of electricity production, ETS inhibits this because the total emissions are capped. In case of households and district heating, the reduction of total greenhouse gases will be the case, because energy demand is limited here and less biomass used to provide this amount of energy, indicates greenhouse gas savings.
