Wisconsin Experience EXPANDING THE WISCONSEN PROGRAM Since 2006, the Focus on Energy (Focus) program has been supporting the initiatives of the Industrial Technology Program (ITP). Focus has cost-shared Energy Savings Assessments (ESAs), supported the US Department of Energy (USDOE) Assessment and Certification training events, leveraged Best Practice information, and collaborated on emerging industrial technologies. In October 2007, the State of Wisconsin and the USDOE entered into a Memorandum of Understanding (MOU), vowing support for several ITP initiatives in Wisconsin. This MOU was authorized and signed by the Public Service Commission (PSC) and by the Focus administrator. Under the MOU, Wisconsin has set a goal to provide 100 ESAs over a three year period. In addition, Wisconsin will host USDOE training events in order to qualify 20 more specialists in the Best Practice areas and software. Highlights of Focus on Energy’s efforts to support ITP initiatives: • Save Energy Now ESAs – Since 2006, Focus Industrial has collaborated with the USDOE to provide 70 ESAs to large industrial facilities in the steam, process heat, pump, fans, and compressed air system areas and paper machine studies. Focus currently has had a special agreement with USDOE to pay for half of the labor cost of each ESA which we receive, in return, the full ESA report and the capacity to follow up with the customer on recommendations for projects. In addition, the co-funding helps Wisconsin have additional ESAs completed. Wisconsin leads the US in total number of ESAs provided. A key reason for Focus’s interest in collaboration with the USDOE has been to use the trusted expertise of USDOE-certified Energy Experts who, combined with project grants from Focus, help leverage customer energy efficiency projects. • WisconSEN QuickStart Program – Supported by a recent grant from USDOE, through the State of Wisconsin’s Office of Energy Independence (OEI), designed to provide six ESAs in the steam and pump systems areas. In addition, this special pilot allows Focus Energy Advisors, who have become Qualified Specialists, to participate in ESAs provided by USDOE-certified Energy Experts and gain field experience to become future DOE-certified Energy Experts. • Focus Training Program - Through this program we have brought several USDOE ITP training opportunities to Wisconsin, over the past few years, in the following areas: o SteamSystemAssessment o SteamSystemQualifiedSpecialist o PumpSystemAssessment o PumpSystemQualifiedSpecialist o FanSystemAssessment o FanSystemQualifiedSpecialist o CompressedAirSystemBestPractices This education program has helped Wisconsin industrial customers, their market providers, and Focus Industrial Energy Advisors develop additional capacity in energy Best Practice expertise in order to better manage these energy systems at Wisconsin facilities. • Best Practice Technology Support – Focus has used various Best Practice technology fact sheets and software tools available from the ITP website to enhance its program efforts, including development of Energy Best Practice Guidebooks for our cluster industries.
