Existen diversos factores que afectan al grado de penetración de cada tipo de tecnología, como lo son el conocimiento de los diferentes agentes involucrados en la ejecución del edificio sobre la existencia de la posibilidad de realizar esta sustitución, de las ayudas o subvenciones que estas tecnologías pueden disfrutar o de otras ventajas competitivas que estas puedan tener frente a la energía solar térmica. Con respecto al grado de incumplimiento, este se centra sobre todo en incorrectos diseños y ejecución de instalaciones. Se estima que la producción final se vería afectada en torno al 90% de la estimada por este motivo. Teniendo en cuenta las mencionadas limitaciones tenemos que, de la evolución estimada para la energía solar térmica derivada de la aplicación del CTE hasta 2020, el sector residencial será el principal artífice del crecimiento y el crecimiento en el intervalo de 2010 a 2020 será de 3,4 millones de m2.
