El mayor desarrollo de la energía solar térmica está actualmente asociado al sector de la edificación, derivada de las exigencias de la sección HE4 del Código Técnico de la Edificación (CTE). En este sentido cabe comentar: - El mercado de energía solar térmica alcanzó en 2008 una superficie nueva instalada de 468.564 m2. Esta superficie instalada se enmarca en un escenario de intensa actividad del sector de la edificación, ya que corresponde a las obras iniciadas en 2005 y 2006. Volver a alcanzar esta cifra puede ser difícil en el corto plazo. - La caída de actividad de la edificación que comenzó en 2007 se trasladará al sector de energía solar térmica a partir de 2009, y probablemente continuará en el corto plazo. La posible recuperación de la construcción residencial probablemente no tendrá efectos en el sector solar térmico antes de 2014. - Esta caída de demanda de sistemas solares térmicos en vivienda de nueva construcción debe ser compensada en el sector de la edificación con una mayor demanda en otras áreas, como en rehabilitaciones de viviendas, para lo que puede ser necesaria la adopción de nuevas medidas de estímulo.
