Los sistemas de incentivos y las nuevas regulaciones en la normativa de nuevas construcciones y rehabilitaciones (fundamentalmente en España, Portugal y Alemania) deberían compensar en parte estos descensos, pero no serán capaces de mantener los niveles de crecimiento de 2008. A pesar de ello, la industria solar térmica tiene confianza en las perspectivas del mercado a medio y largo plazo y las previsiones apuntan a una recuperación durante 2011. En 2008 se instalaron 468.564 m2 (328 MWt), entre fabricantes nacionales y distribuidores e importadores internacionales, con una facturación del sector cifrada en más de 375 millones de euros. En 2009 se instalaron 350.054 m2 (245,03 MWt) y el dato provisional de 2010 se cifra en 348.000 m2 alcanzándose una capacidad total acumulada en operación de 2,367 millones de m2, es decir 1.657 MWt. El descenso de actividad desde 2007 sufrido por el sector de la nueva edificación ha provocado una caída en torno al 25% en la instalación de nueva capacidad en 2009 respecto a 2008.
