Si se cumple más del 75% la tarifa se reduce proporcionalmente a la potencia inscrita, siendo la reducción cero si se inscribe exactamente el 75% del cupo, y del 2,6% si se inscribe exactamente el 100% del cupo. Esto es lo que ha sucedido en la tipología II desde la creación del PREFO, y en la tipología I desde 2010. Existe un mecanismo establecido que permite traspasar entre ambos grupos la potencia que no se asigne en uno de ellos. Adicionalmente a la reducción de tarifas establecida por el Real Decreto 1578/2008, a partir de la segunda convocatoria de 2011 se aplicará la reducción de tarifas extraordinaria establecida en el Real Decreto 1565/2010, que reduce un 5% las tarifas de la tipología I.1, un 25% la tarifa de la tipología I.2, y un 45% la tarifa de la tipología II. En la actualidad el Real Decreto-ley 14/2010, de 23 de diciembre, limita las horas equivalentes de funcionamiento de las instalaciones fotovoltaicas con derecho a percibir el régimen económico primado que tengan reconocido. Las horas equivalentes de referencia se definen en función de la zona solar climática según la radiación solar media en España establecidas en el Real Decreto 314/2006. Se define el número de horas equivalentes de funcionamiento de una instalación como el cociente entre la producción neta anual expresada en kWh y la potencia nominal de la instalación expresada en kW. En la siguiente tabla se muestran las horas equivalentes establecidas por el Real Decreto-ley 14/2010. Tabla 4.9.4.
