La potencia total acumulada en el año 2010 alcanzó los 3.787 MW. Potencia instalada y acumulada por año en España 12 16 21 27 37 60 2 4 5 7 10 23 146 544 86 3.418 3.397 2.707 3.787 690 369 21 00 2000 2001 2002 2003 2004 2005 2006 2007 2008 2009 2010 Fuente: IDAE Marco de desarrollo En agosto de 2007 se superó el 85% del objetivo de incremento de 363 MW previsto para el periodo 2005-2010 en el Plan de Energías Renovables 2005-2010 (PER), por lo que se estableció un plazo de 12 meses durante el cual las instalaciones que fueran inscritas en el Registro Administrativo de Instalaciones de Producción en Régimen Especial (RAIPRE) tendrían derecho a la tarifa regulada establecida en el Real Decreto 661/2007, de 25 de mayo. Pasados estos 12 meses, mediante el Real Decreto 1578/2008 se definió un nuevo régimen económico, además de la creación de un Registro de preasignación de retribución para la tecnología fotovoltaica (PREFO), que afecta a las instalaciones que se inscriban definitivamente en el RIPRE a partir de septiembre de 2008. Este nuevo marco se basa en un sistema de cupos crecientes y tarifas decrecientes, que potencia las instalaciones sobre edificaciones y garantiza el cumplimiento, sin desviaciones, de la planificación energética. Se establece para 2009 un cupo de potencia base de 400 MW y un cupo extra de 100 MW. El cupo base para 2010 es de 413 MW, y el extra de 60 MW.
