En lo relativo a la valorización energética, los objetivos son el 25% del total de NFU en el año 2012 y el 20% en el año 2015 (esa tendencia, asentada en la confianza del potencial de la recuperación material, hace estimar un valor del 15% en el año 2020). En cuanto al contenido renovable de estos residuos, el Grupo Técnico de comercio de emisiones de la Comisión de Coordinación de Políticas de Cambio Climático de la Oficina Española de Cambio Climático (OECC), apoyado en muestreos realizados por el sector cementero, ha considerado en varios informes su contenido en caucho natural.
