Plan de Energías Renovables 2011- 2020. El escenario base representa el escenario continuista en la UE con los objetivos de reducción del 20% respecto a las emisiones de 1990 y con tratamiento restrictivo de los mecanismos de flexibilidad, lo cual se encuentra por debajo del objetivo exigente que supone una reducción de 30% de emisiones respecto a las emisiones de 1990. En el escenario base, otros países relevantes fuera de la UE fijan objetivos similares de reducción de emisiones, siguiendo anuncios recientes: • EE.UU. reducirá un 14-17% de emisiones respecto a las emisiones de 2005. • Japón ha anunciado la reducción de 25% de emisiones respecto a 1990. • La Federación Rusa ha anunciado una reducción de 15-25% respecto a 1990. • Las potencias emergentes también fijan compromisos de reducción de emisiones de CO2. En este escenario los precios se encontrarán en torno a 30 €/ton en el largo plazo y están determinados fundamentalmente por el escenario europeo. Como se puede ver en el gráfico adjunto el precio del CO2 en el escenario base está en línea con las expectativas de los agentes de la UE de 25-30 €/Tm CO2. Figura 3.2.7.
