Para las energías renovables térmicas, se ha analizado a qué combustible sustituirían las renovables y la energía sustituida se ha multiplicado por el coeficiente de emisión asociado a la fuente energética en cuestión. Las emisiones evitadas en el año 2010 han sido 33,9 Mt de CO2 (frente a los 27,3 Mt previstos en el PER) y a lo largo de todo el periodo de vigencia del plan han sido casi de 83 Mt de CO2 (frente a los 77 Mt previstos).
