Esta obligación, que se ha desarrollado mediante la Orden Ministerial ITC/2877/2008, de 9 de octubre, pretende conseguir un uso mínimo obligatorio de biocarburantes en 2010 equivalente al objetivo establecido en el Plan de Energías Renovables para ese año.
