The County's current and projected fiscal situation requires County servIces to be provided with the greatest efficiency possible. 2. It is difficult to achieve substantially increased government efficiencies and consolidation through consensus by affected stakeholders given the potential impact on jobs, agency and department responsibilities, and perceived community impacts. , 3. To provide options for the needed organizational reform, the County Council and County Executive should jointly create and empower a Montgomery County Organizational Reform Commission whose recommendations must be voted on by the CounciL Action The County Council for Montgomery County, Maryland approves the following resolution: 1. The County Council and County Executive must jointly create a Montgomery County Organizational Reform Commission not later than June 30, 2010. The Council must appoint 4 members and designate one member as Co-Chair of the Commission. The Executive must appoint 4 members and designate one member as Co-Chair ofthe Commission. 2. The Commission must be composed of County residents who are experienced in government, business, or non-profit service delivery, or who otherwise have experience and expertise in creating efficient models of providing services and operations. A person appointed to the Commission must not be employed by County government or any County-funded agency. 3.
