21.2 National Policy 21.2.1 Strategy In 2010, the Program continues activities in enhanced geothermal systems, innovative exploration technologies, and low temperature geothermal resources. The Program strategy is largely guided by the US$ 380 million in funding received under the American Recovery and Reinvestment Act (ARRA) and focuses on addressing key barriers to unlock the potential for geothermal power production. The Program has two primary goals: 1) demonstrate the ability to create a 5 MWe EGS reservoir by 2015, and 2) find & develop 30 GWe of undiscovered hydrothermal by 2030. In the near-term, the Program will demonstrate innovative exploration technologies (tools, energy conversion and drilling systems) to reduce the upfront risk and cost of finding and proving out new hydrothermal resources, and aggregate the data on potential new resources. Additionally, the Program will develop high-temperature tools and technologies that have the greatest impact on EGS reservoir creation, operation, and management, and demonstrate and validate these tools and technologies at field sites. The Program will also establish a National Geothermal Data System (Figure 21.1) to store geothermal data and reduce the risk of geothermal development. The Program is also working to lower development risk by completing comprehensive resource assessments for hydrothermal, low-temperature geothermal and EGS across the 50 states, and to demonstrate ground source heat pumps in a variety of buildings and locations to enable their widespread deployment. Ultimately, the Program will expand geothermal power production into geologically and geographically diverse areas of the United States. 21.2.2 LegislationandRegulation The American Recovery and Reinvestment Act- Congress passed the American Recovery and Reinvestment Act in 2009 to create new jobs, spur economic activity and invest in long-term growth, and to foster unprecedented levels of accountability and transparency in government spending. The Geothermal Technologies Program received US$ 380 million, prompting the funding of 151 new geothermal projects in 39 states. Supplemental Appropriations Act of 2010- On July 28, 2010, the U.S. House of Representatives passed the Supplemental Appropriations Act of 2010, which requires that all funds received (in Fiscal Year 2010) from sales, bonuses, royalties, and rentals under the Geothermal Steam Act of 1970 be deposited in the Treasury. The Secretary of the Treasury will then restore geothermal royalties and rent money to 32 counties in six states. This legislation is retroactive to October 1, 2009 and secures a 25% share to the counties, 25% to the federal government, while 50% go to the State (7). 21.2.3 ProgresstowardsNationalTargets ARRA funding received in 2009 demonstrated a national impact allowing the Program to expand into new technologies and geographic areas, particularly areas such as the Gulf Coast, Texas and Louisiana. This geographic expansion is spurring the U.S. economy and creating green jobs nationwide. The funding is driving GTP progress, lowering the cost of geothermal electricity and reducing the upfront cost of geothermal exploration to establish geothermal energy as a significant contributor to America‘s future electricity generation. 243PDF Image | Geothermal Research and Tech IEA
