The newly established ―Norwegian Centre for Geothermal Energy Research‖ (CGER), which coordinates research and development within geothermal energy in Norway, has continued its activities. The Centre‘s mission is to facilitate the development of knowledge and technology to form a basis for commercial exploitation of geothermal energy in Norway and worldwide. It is based on strong national competence, amongst others related to the petroleum industry. The Research Council of Norway initiated in 2010 one R&D research project related to deep geothermal energy. 18.2 National Policy 18.2.1 Strategy The Strategy for geothermal energy in Norway is outlined in the Energy21 document launched by the Norwegian Government. This document describes very ambitious targets for deployment of renewable energy sources in Norway in the coming years. However, the targets for Deep Geothermal are less ambitious and lay in the shadow of other renewables, in particular, wind power. The Energy21 states, amongst other things, ―There is currently a relatively limited activity related to the utilization of deep geothermal energy.‖ There are still some smaller operators who see the possibilities for exploitation of this energy resource. There is some synergy between the areas of petroleum and geothermal energy production, such as drilling, wells and reservoirs. Drilling costs are considered the biggest barrier for the utilization of deep geothermal energy, and the costs associated with the drilling of deep geothermal wells and well systems account for more than 50-70% of the costs related to the establishment of such facilities. Companies looking at opportunities in geothermal energy today, have mainly a background in the oil and gas industry. Norwegian companies may have opportunities to serve such a market, but this is not yet a developed market. There are still large unused shallow geothermal resources that one can expect will be cost effective to harvest first. In some foreign markets, such plants are profitable without subsidies. It is therefore unlikely that there is a large Norwegian market for deep geothermal heat in the short and medium term. Ambitions are to: Develop the new Norwegian economic strategic research themes and objectives Drilling technology in hard rock Acts for implementation Support business initiatives with potential for value creation in the area Norway is one of the leading nations in the utilization of geothermal heat pump technologies. Many of the largest closed-loop geothermal heat pump systems in Europe using boreholes as ground heat exchangers are located in Norway.
