In order to stream-line consenting procedures for large renewable energy projects, the government established a process known as ―calling-in‖ of resource consent applications. These are held before a single Board of Enquiry under the Ministry of Environment (instead of the relevant Regional Council), with tight timelines (~9 months) for submissions and decisions. In 2010, this achieved some shortening of the consenting process for the Tauhara 250 MWe geothermal project. Construction of the New Zealand Clean Energy Centre (www.cleanenergycentre.co.nz) at Taupo, started in 2010. It was funded by national, regional and local government agencies, is supported by sponsors and tenants, and will provide a venue for seminars and displays promoting renewable energy technology, including geothermal applications (particularly for direct use and ground-source heat pumps). Renewable Energy Feasibility Study Grants have been established by EECA, a government agency committed to energy efficiency improvements (http://www.eecabusiness.govt.nz/node/19231). These study grants can be used for feasibility studies into direct use of geothermal energy, in order to help increase the use and understanding of renewable energy for large-scale industrial and commercial applications. The reconstruction of Christchurch after the recent earthquakes is an example of the opportunities that exist for geothermal to play a role in district heating schemes for commercial buildings (Christchurch Agency for Energy (CAfE), District Energy System). The New Zealand Government, through the Ministry of Science and Innovation (MSI), is supporting participation in the International Partnership for Geothermal Technologies (IPGT), and New Zealand is expected to formally join this group for collaborative research in the near future. The New Zealand Government has also joined the International Renewable Energy Agency (IRENA) which promotes the widespread and increased adoption and sustainable use of all forms of renewable energy. 17.2.2 LegislationandRegulation New Zealand Government regulations and policies that are relevant to geothermal energy, renewable electricity generation and emissions trading scheme, and that came into force or were developed during 2010, are listed below: (see IEA website: http://www.iea.org/textbase/pm/?mode=re&action=view&country=New%20Zealand) NationalPolicyStatementforRenewableElectricityGeneration: directsRegionalCouncils to take account of a consistent national planning approach when applying the Resource Management Act to renewable electricity consent applications ElectricityIndustryAct2010: Regulatoryinstrumentstoimprovecompetition,reliability and efficiency  Emissions Trading Scheme: tradable permits in GHG emissions An amended carbon emissions trading scheme was enacted in November 2009 and implemented in 2010. The purpose was to underpin the operation of a comprehensive emissions trading regime covering all sectors of the economy. In effect, it imposes a tax of NZ$ 25/tonne (remitted by 50% until 2013) on all emissions from industrial sources, including electricity generation and direct heating applications. Geothermal is not excluded even though the sources of its emissions are natural (i.e., magmatic gases dissolved in reservoir fluids) and not derived from burning of fossil fuels. Features of the 2009 amendment Act include:  Start dates of 1 July 2010 for transport, energy and industrial sectors, and 1 January 2015 for agriculture  A transitional phase until 1 January 2013 with a 50% obligation and NZ$ 25 fixed price option for the transport, energy and industrial sectors 185
