PLAN POLICIES Amend site plan, subdivision and planned unit development regulations to incorporate more energy-efficient siting, building orientation and landscaping standards. Develop [update] municipal outdoor lighting standards to require lighting plans for larger development projects, and the use of energy-efficient lamps and fixtures, timers and sensors. Amend local regulations to require the inclusion of Low Impact Development (LID) techniques7 on site renovations or new construction to reduce the amount of storm water runoff that needs to be pumped or treated. Additionally, where possible, disconnect down spouts, sump pumps, and other building drains from municipal storm water systems. Support local and regional programs for energy audits and cost-effective weatherization services on all existing homes, with a priority on affordable housing. Example Disconnection Provision from Ludlow’s Sewer Works Ordinance §6.21 No person shall make connection of roof down spouts, exterior foundation drains, areaway drains, or other sources of surface runoff or sump pumps or groundwater to a building sewer or building drain which in turn is connected directly or indirectly to public sanitary sewer. Renewable Energy Resources The town supports the development and use of renewable energy resources – including but not limited to wind, solar, biomass, methane (biogas), micro hydro, and co-generation – at a scale that is sustainable, that enhances energy system capacity and security, that promotes cleaner, more affordable energy technologies, that increases the energy options available locally, and that avoids undue adverse impacts of energy development on the local community and environment.
