C65 Ultra-Low Emissions MicroTurbine Technology Development and Demonstration: Ultra-Low Emissions MicroTurbine: The goal of the Ultra-Low Emissions Microturbine program is to introduce a distributed energy resource (DER) product that is capable of complying with latest California Air Resource Board (CARB) 2007 Fossil Fuel Emissions Standards. Capstone will develop this product using its current C65 MicroTurbine product as the baseline. The resulting product should continue to meet the distribute energy market demands by being cost effective, producible with high yield, emissions compliant over a large ambient operating range, and reliable. California has provided leadership in developing emissions standards to drive pollutant emissions lower for distributed energy resources through the Air Resources Board (CARB) and incentive consumers to purchase such products. Capstone certified its microturbine systems to be compliant with CARB 2003 emissions standard. Under direction from California Legislation, CARB developed a new standard effective January 1, 2007 for Fossil Fuel Emissions. The Self Generation Incentive Program (SGIP) for distributed energy resources offered consumers $800/kW rebate for purchasing products that were capable of meeting the CARB 2007 standard. The CARB 2007 emissions levels are a significant reduction from the previous 2003 levels requiring 86% reduction in NOx, 98% reduction in CO, and 98% reduction in VOC output. The emissions standard is measured in lbs/MWh offering credit for electrical output and thermal output produced from Combined Heat and power (CHP) systems. Compliance requires emissions measurements at 100% power levels (eliminated 50% and 75% levels previously specified) to be lower than the standard, durability to 15,000 hours of operation, and demonstrated ability to comply over the entire ambient operating range.
