Tariffs are to be adjusted annually (the rate period “RP”). Every four years (the tariff period “TP”) a full review of the regulated values takes place, thus setting the values for the first Rate Period of the next Tariff Period. Pursuant to the byelaws, BEL created the Cost of Power Rate stabilization Account (“CPRSA”), designed to stabilize charges in the price of electricity due to fluctuating fuel costs. At December 31, 2002, the balance in this account was $16.2 million101.
