Bernie Karl said he wants to turn the property into a ski area and animal park as a way to enhance the offerings at Chena Hot Springs Resort. The current 445-acre location at the end of Chena Hot Springs Road includes soaking pools, an ice museum, a restaurant and lodging, among other attractions. “We want to turn it into a winter wonderland,” Karl said. Questions still need to be resolved before the transaction takes place. Decisions about access, price and the quality of the development plan must be made. The borough Land Management Advisory Commission discussed the issue at its meeting Wednesday. “There’s nothing cast in concrete, or even soft Jell-O at this point,” said land management director Paul Costello. Karl’s proposal to buy the neighboring property from the borough first emerged in 2003, but Costello said it languished in part because the borough didn’t get the patent to the land until 2008. The property was selected by the borough from the state in the 1970s because of its potential development value near the hot springs, Costello said. Karl is offering to pay the assessed value for the property. Costello said the Land Management Advisory Commission will likely ask the borough assembly to approve a roughly $75,000 study to look at access to the land and determine its possible uses and value. Changing ownership of the 1,500-acre tracts is somewhat complicated, he said, because they might be the only access points to several neighboring mining claims and one end of the nearby Angel Rocks trail. Costello said any agreement will need to ensure public access remains to those areas. Karl has indicated he is willing to grant access across the property. The commission also needs a concrete idea of the specific area being proposed for purchase, along with some assurances it would be developed, Costello said. Costello said he’d like the study, if approved by the assembly, to be completed by the end of August. Public hearings and possible bids by other parties would follow before a sale to Karl could be finished. Karl said the land he is seeking is rough, hilly terrain but could greatly boost the recreational opportunities at the resort. He envisions ski trails for customers at the lodge, along with a wild animal park at a separate location. If developed properly, he said, both skiing and wildlife habitat areas could co-exist. Karl said a desire to see wildlife is at the top of visitor lists, but many tourists return home disappointed.
