Integrated Resource Planning (IRP) Study
Follow-Up: IGCC Technology, Comparative Projected Rate Revenue Requirements, Issues Update and Discussion of Options to Concluding the Study
STATEMENT OF ISSUE
The City began its Integrated Resource Planning (IRP) Study over two and one-half years ago and has gradually narrowed the options under consideration for its 20-year resource plan to four primary alternatives. On September 27, 2006, in addition to receiving another update on interim results from the study, the City Commission conducted a public hearing to take input from the community about the alternatives included in the IRP Study and the findings reported so far. A mix of information, recommendations, and opinions were presented to the Commission during that hearing, and staff has been asked to follow up on several of the issues raised. This agenda item will address: (i) the City Commission’s request for more information concerning IGCC (Integrated Gasification Combined Cycle) technology, (ii) comparative projections of rate revenue requirements of the four alternative power supply plans between 2007 and 2016, (iii) an update of issues related to the IRP, and (iv) a recommendation for concluding the 2004 IRP.
Option 2: Staff recommends the Commission conclude the 2004 IRP Study by adopting a 5-year preferred resource plan covering the period 2007-2012 (Plan B on page 10), which includes; (i) repowering Hopkins Unit 2, (ii) continued participation in the TEC permitting process, (iii) an aggressive DSM plan that targets 59 MW of demand saving by 2012, (iv) renewable energy purchase from BG&E and (v) continued monitoring and evaluation of resource alternatives and regulatory trends.
There will be no immediate fiscal impact associated with the Recommended Action.
